Over the weekend, I got this question from Terry Ameno, and I felt it not only deserved an answer but a practical walkthrough.

Great question.
There is not necessarily 1 application that can do all of that - singly, but there is the possibility of creating a 'workflow' whereby an illustration could be made, then that could be converted to a vector based illustration (line-art styling).

Let me show you what I mean…

I took the 'photo' of the pingpong table to Adobe Firefly and used the image as a Composition Photo Reference set to 100%. I added a Style Reference of a line drawing (so it had a solid idea of what I was looking for. And... I gave it a descriptive prompt:
